us citizenship (yes or no??)

One of my friend just found birth certificate and social security card of his 2 nieces born in usa between 95 and 98.
they never claimed us citizenship and left the us around 2000.

father (non us citizen passed away few years ago), and my friend has official custody....since mother got married.

Can they go to an embassy and apply for a passport.

I told him yes but want to double check ......

As long as the parents of these girls were not diplomats accredited to the US, these girls are US citizens. They do not need to claim it. They can use their birth certificates and get US passports from the nearest US consulate.
