US Citizenship - State of Residence

For naturalization, I understand one has to establish residence 3 months prior to N-400 filing.

How is state of residence determined?

If I live in NY as I have my client there and maintain a rental home at San Jose, can I file N-400 at San Jose?

Please help.

Since I am in no hurry, I applied just end of last week after more than a week since naturalization. I am waiting...
