My grandma is 78 years old and she has a green card. I'm trying to get her US citizenship but the problem is she doesn't speak, read or write any english. Moreover, she is illiterate in her original language which makes it even worse. I know that I can apply a medical exemption for her (form N-648) because she has few medical conditions but I don't know how much these conditions can help her to get the US citizenship test exemption. The medical conditions she has are high blood pressure, knee arthritis, meningioma(non cancerous tumor), cataracts... Her general doctor filled out form N-648 but only wrote that her knee arthritis can prevent her from going to english learning center to learn english.. Do you think what the doctor wrote is sufficient for N-648 to be approved?
