US Citizen wants to bring wife from Germany

Hi,
I live in New York and am a U.S. Citizen. I want to marry a girl who lives in Germany and bring her to New York to live with me.

Will someone please tell me where and how I should start?
Also, what is the quickest method to bring her to U.S.A? How long will it take?
Also, can mother who is also a U.S citizen claim her as her daughter and bring her here faster?
