US Citizen husband and wife with H-1B

I'm a US Citizen, and my wife is currently in the states on an H-1B. We just moved back around a month ago, and her H-1B is good for 3 years.

Can we start applying for permanent residence status for her now? Are there any specific issues for H-1B visa holders if they want to apply for a permanent residence status?
 
She should file for AOS. Target her 90th day in the US as her submission date.

So for the AOS, she will need to fill out a I-485. Since she is already in the US working on an H1-B visa, do I still need to fill out an accompanying I-130 form?
 
Thanks for the answers. We're looking into getting some of the documents ready. Two of the documents, the birth certificate and the marriage certificate, they are in Thai. Where would be a good place to get those translated to the specification that the USCIS would accept? Anywhere in the LA, Orange, or San Diego county.
