From what I have learnt from this board, most local INS offices do not entertain EAD applications unless you have applied at regional center for atleast 90 days. You can read more in the EAD application here ("Part 6. Processing Information."

You can check the web page of the local INS you are visiting here to findout whether they accomodate EAD applications. Click on the local office you are interested in and go to "About Us" section.

For example: Atlanta local INS says the following (They entertain only family based cases and that too only by mail):

Employment Authorization Documents (EADs) (first time & renewals):
EADS may be filed by MAIL ONLY to this office for family based
adjustments, TPS, public interest parole, and suspension of deportation.
