Urgent Please respond!!!

Folks,

One of my friend went to Mexico for H1B visa and got 221g, They said it will take 2-4 weeks of time to complete the background check.. His F1 visa already expired.. What options he has?
1) Can he stay in Mexico for 2-4 weeks?
2) Can he enter US and then go back to Mexico?
3) If he has to go back to India, How will he go from Mexico?

Has any of you or know somebody who had gone through this problem, Please respond.

maybe there's just a delay with the result of his background check. and i think needs more patience. background check is good but the only thing that pissed me off is that when i tried to run before my speeding ticket, ssn, college and even high school record showed up. look at www.backgroundcheckunlimited.com where we also got to see both private and public records of politicians.
