i am flying air canada from washington dulles to toronto and from toronto to new delhi on an advance parole ...do i need a candian visa even if i dont leave the airport and just change flights with a 3 hrs wait at toronto
 
You better check with Canadian Embassy.

Last week at canadian embasy in Washington DC, I met a guy who was travelling to India via Toronto and he got a transit visa. He told me that he was not getting out of the airport but only changing flights and got the visa without paying any fee.
 
Canada requires a transit visa from Indian citizens (except US Green Card holders) even if you are not leaving the airport.

However, this visa is very easy to obtain by mail from the closest Canadian Consulate and is issued at no charge.
