Urgent Please Help (B2 to F2 w/o I-20)

can I apply change of status with I-94 showing, and admission letter but without I-20 yet ?

ex. my I94 expired on April 1, 2007 and my I-20 will be issue later on April 10, 2007 (had already admission leter University on March, 2007). I dont have enough money for financial prove I-20, so still hanging on the air for so looooong.

April 2 until April 10 , am i stay illegal ?or is it OK as long as I apply COS before april 1 (of course it's w/o I-20) ?

How important I-20 ? I-94 is more important, isn;t it ?

THANKS PLEASE ADVICE YOUR EXPERIENCE ? THOUGHTS.....please kindly advise what to do.....
 
Since you will be the student you will be on F1 not F2.

Your F1 will be valid only 30 days before the start of school. It appears to me that you will start in Fall most probably so you will have to extend your B1/2 if you want to stay legal.

Second unless you specifically mentioned that you wanted to convert to student visa at the time of entry then you will not be allowed to. It is safest to go bask to your country and then apply for F1 there.
