Urgent need your help for H4

I have few questions to ask, really appreciate your
answer. My wife is holding H-1 visa working in US. I have
applied for H-4 visa in india before. The officer in
India gave me 221G to ask my wife to accompany my H-4
application in India. But my wife did not have time to go India
at that time. Now I am landed immigrant and living in Canada,
but I did not have work until now. 1) If I apply H-4 in canada, What things or issues should I pay more attention? 2) Because I did not have work, does this make bad effect on my application? Is it better to apply after I have work?

The canadian US consulate will likely direct you to reapply with the US consulate in India, since they have issued a refusal before.
Not having a job will also go against you.
