URGENT - Need AP - applied Apr 2004 not yet received

Guys,
i need to travel urgently to india.
- my stamped visa is expired (though i have visa extension) but can't wait in india for a long. if i checked in correctly it takes around 40+ days to get an appointment in mumbai consulate.

- I have applied for AP & notice date shows Apr 14 2004 but haven't recieved it ...can I go to the local CIS office & collect it???

Local offices can consider emergency APs .
But the situation has to be a real emergency -- say like a medical emergency, death etc.

Typically they will not do emergency APs for things like some close relatives weddings etc.

Depending on your situation, you can try ur luck at the local office
