urgent: must sign in front of somebody?

I am ready to mail everything out tomorrow.
But when my husband try to sign on the I-864, there shows the follows below his signature blank:

subscribed and sworn to before me this XX day of XXmo, XXyr at XXX. my commission expires on XX.
signature of notary public or officer administering oath
title

I never heard about need sign front of somebody.

I am filling 130/485 based on family member, did I file the wrong form?

You are filing the right form.
That "somebody" is called Notary Public. In case you are from Mexico it's not the same "notary" you might be familar with.
