URGENT- Laid off on an L-1 visa

My friend is a Canadian citizen who moved to the United States a year ago on an L-1 visa with family holding an L-2 visa. He was laid off unexpectedly last week (effective immediately), and had to leave the country because he father became extremely ill in that same week. His family is still in the United States. He plans to return to the U.S. in the first week of July from his trip abroad in order to wrap up everything (bank accounts, lease agreements, etc) before leaving.

1) Would he be able to re-enter the U.S. with that L-1 visa even though he's been laid off? If not, would he be able to re-enter by applying for a B-2 visa directly upon entry at a U.S. airport, as he is a Canadian?

2) I have read that there is no official grace period given to someone who is laid off on an L-1 visa. How long then, would my friend and his family be able to stay in the U.S. to wrap things up and leave without getting into trouble? The only reason they have had to delay the wrapping up of things is the sudden illness that his father has taken to.

3) In applying for a B-2 visa for his family (L-2 visa) who is still residing in the U.S. until his return, would it be possible to apply for such a tourist visa from within the country?

A1: He should seek entry as temporary visitor
A2: As soon as possible
A3: The family should leave the US as soon as possible. If they needed to re-enter, then enter as visitors.
