Urgent:Job offer with Lesser Salary.....

I will be laid off in few weeks. 485 is pending for 2 months. Another employer is considering to offer me a job, but the salary is over 10%less than the one mentioned in the labor certificate. He states that i will get benefits (Insurance,educational,401K) equivalent to that 10%. I have to reply back to him within a week.
Is is okay to accept that offer? Have anyone of you heard a similar situation..
 
According to AC21 rule, as long as you salary is over the poverty guide line, you will be fine. Make sure that the job responsibilities are similar though.
 
My understanding is the same as hbt

The key is "similar" job and not become a "public charge"
