Al don't apologize my friend, you are a great contributor here, i have learned a great deal while reading your posts.
 
Democracy and having civil laws is totally different; especially in India. India is democratic republic but with separate civil laws for marriage, inheritance, etc, purely based on religion. Does Indian government follow sharia law, no but muslims can practice sharia law in civil matters (just as Hindus, and Christians have separate civil laws). Courts can still address any civil disputes (for any religion) though. India is largest/biggest democracy in the world. :)
Hawaii allows marriage to first cousin; not sure where we want to put Hawaii; south or...? :)
words ALL, ANY, Some, NOT, etc have specific use in logical constructs; example (please indulge me for a minute): "ALL Neanderthals are 7 feet tall. Rest are 3 feet shorter than Neanderthals. Hence ALL humans are 4 feet tall" is just as misleading as water in mirage.
