Urgent: i-134 for DV

I am considering having this as back up in addition to papers showing my income and assets for my DV visa interview. Does the person sponsoring have to be citizen/PR or can a non-immigrant sponsor too? In the form i-134, there is also this option: e. If a lawfully admitted nonimmigrant, give Form I-94, Arrival-Departure Record, number ___________________
 
Sometimes they accept I-134 from long term nonimmigrants, like, H-1 holders. That is when you need money until you find a job and the affidavit issuer will definitely be present in the US until then.
I-134 is not always required.
