Yes, he can file I140 at NSC instead of VSC. Couple of my colleagues have done that and their I140 got approved in 45 days at NSC, about 2 weeks back.
Concurrent filing of I140 at both NSC and VSC should also be possible but it would be better if you check with lawyer.

Ask him to apply for H1 B extension if he has any more days of
vacatioing in the home country. he has to prove it with the I-94
copies if he has them. Even if the H1B extension application in in the
file, he is legally legal.
By that time teh 140 might come through. I myself claimed 171 days of
vacation in the six years and got my I140 approved well withing that time.

As per s.2045 you can file for H1 extension without even having to claim for vacation days. And yes, that is definitely a valid option.
Also, next time do not say that your friend is in trouble. Have the courage to say that you are in trouble. If your friend is in trouble, ask him to post messages himself.
