Urgent H1b stamping in mexico

I have to fill the Consulate name in my h1b visa application form. I checkd the State Dept website and for consulates in mexico it says "Typical Wait Time (Workdays**) for a Nonimmigrant Visa To Be Processed*** 28 days" soes it mean i have to stay in mexico for 28 days to get my passport back because they may take 28 days to stamp and return it to me. Please respond asap.

This is very important question. I am also planning to get my visa revalidated in Mexico.

If your case is simple and straightforward, I dont think that you have to wait that long, unless they do a background check on you!
