URGENT - H1-B stamp in Toronto & Tech alert

I recently received a new approval notice after applying for H1 extension. However my H1 visa is expired. I need to visit Canada next week to attend a wedding. However I am not sure if I should apply to get a new visa stamp from US consulate in Toronto. I have taken appoinment in Toronto already. But many people now warned me about the new Tech Alert List and the delay in giving H1 visa stamp at US consulates. My job is "computer analyst in the department of preventive medicine" in a well-known university.

Should I go for the visa or should I just apply for automatic visa revalidation rule since I plan to come back to US in 3 days ? Someone please advise me - I have very less time and am confused about what I should do. My lawyer also is confused and mainly suggests not applying for the visa, but says he does not know much about the things happening with this new tech alert rule.

Please help me !!!
 
me and my friend have appointmnets in vancouver /canada on October 31st.(Ours is F1- OPT-H1).

I am working as programmer Analyst and my friend as hard ware engineer (VLSI).

what is this tech alert and how it will impact our h1 stamping

What is this "TECH ALERT LIST" ?? and how will this affect me if I am applying for visa in toronto
