What are the possible reasons for USCIS to send Intent to deny.

My I140 has been approved and my I485 has been pending from Oct 2003.

I changed my job after I140 approval and I485 pending more than 6 months(AC21).. But my old employer did send I140 cancellation/revoking..

Could this be the possible reason for them to send Intent to deny

Of course it is - that's exactly what the latest Yates memorandum instructs USCIS to do in case of an approved I-140 being revoked.

If you had sent an AC21 letter you may not get an Intent to Deny and if you didn't there are chances for getting an Intent to Deny but nothing can be for sure with USCIS.

If you got the Intent to Deny there is no need to worry. You just need to reply with AC21 letter and you will be approved.

Thank you all for the reply..

But i dont understand why it has been waiting for almost 5 months for them to send the notice. One time the rep says it is in clerical section and sometime they say it is still with officer.. But all of them said that the intent letter has been issued and they are not sure why it has taken so long for it to go out...Any ideas why this is happening

Also i did send AC21 documents with two months paystubs after i joined the new company...
 
I would suggest to send AC-21 papers proactively.

Don't wait for the intent to deny.
Just send the AC-21 papers.

Upon receipt of intent to deny - send them again.

In case of postal delays or loss, this will help you in case you need to file MTR..
