Urgent:Employer has not given me my H-1 visa

My employer sponsored my H-1 visa and told me that it will give my H-1 papers only if i pay for the visa. Though technically i am with this employer my employer has not started paying me since i am on bench and have not been staffed on any project. It is now more than 2 months that i am on bench. I have decided to leave US and go back to my country. I do not wish to pay the visa amount to get a copy /original of my H-1 visa.
So my question is whether i require a copy/original of these H-1 visa papers when i apply for my H-1 with another employer to reenter the US ?

If you are going to come with new H1 in the future you do not need this h1 copy, it is not that worth of money you pay now.
