Urgent!! Document Requirement for H1B

Hi

My friend's Singapore university will only award her the degree scroll and transcript for BBA in April but is willing to give an official letter to certify her graduation completion status. Is this sufficient for H1b application this April?

Does she need to have the school letter along with her result slips certified by a credential evaluating agency such as the World Education Services for US equivalences before submitting H1B petition to USCIS?

Will it be a problem or difficult for a fresh graduate like my friend to apply for H1B under the sponsorship of a US employer?? Obviously she didnt have any full time experience other than internships. Particularly we are concerned if the US consulate of Singapore will make it hard for her.

Also, is the bill pertaining to increase H1b quota for this year still pending with the Congress? What is the chance of getting that passed?

She needs to have a degree certificate or a provisional certificate.

There has to be some level of experience. It will be a tough case. She can try.
