Urgent clarification required on H1-B Please help me

Hi

I had been to US on H1-B in for few months ( between Feb' 2000 to Jun'2000 ), due to unavoidable circumstances I have returned to India.
Since then I am working in Singapore, I would like to come back to USA.
My question is does my old H1-B is still valid, I have social security number also but the passport which I had US stamping I lost it.

If i need to apply new H1-B , does It will be having any problems getting it.
Only thing I did not submit my income tax returns during my stay in US, does this cause any problem getting h1-b

How should I go about it

Please advice , It would be great help for me.

Go for new h1, you will not face any problem.
