URGENT - Can a Company give a bad report about an employee to INS / Embassy

If an employee decides to quit against the will of the company , can the company inform INS and hence cause problem at a later point of time (during the processing of any Change of status).

Only thing employer can do is to cancel H1. The employee should have *applied* for another H1 before quiting or else he/she would be out of status in which case there may be problems during AOS or can be banned from entering US inth future.
