My H-1b visa expired about year before. But I have the H-1b extension approval. Now can i send my passport to service center to get the H-1b visa stamp in my passport? If that so, will they give me 3 years visa stamp? Keep in mind, my H-1b visa is already expired for 1 year. What will be the duration of visa?

No you cannot get the visa stamp from St. Louis (not a INS service center but DOS office). You have to go to a US consulate to get the visa stamp and the new stamp's expiry date should have the expiry date same as the one in the approval (not +3 years from today)
