Understanding unavailability of visas to EB3

Can somebody please answer the following question(s)

1. Do you know how long this unavailability of EB3 cases is going to remain? Can we hope to see some opening later in the month of October or not?

2. Will this unavailability remain like this for more than one two year(s)?

We'd be fortune tellers if we had any sure answers to this.
They are even talking about EB-2 and possibly EB-1 unavailability now.

My take is that it will improve after the huge backlog wave from BECs will have been processed. Maybe congress steps in in between an raises the cap, but I am rather pessimistic about this for now. Maybe it will become a fact of life for the next couple of years that a GC then takes again 3-4 years despite PERM.

The Unavailibility is for this year only. New Quota opens on OCT 1, 2005
2. Will this unavailability remain like this for more than one two year(s)?

No.. As I Said Its up to OCT 01, 2005.. Then The visa will be available (with PD retrogression for many countries)
