Does anyone know if ex-Asylee Permanent resident with RP can get visa to UK and schengen visa. Which consulate is the best for schengen visa ?

Anyone with any experience, please share.

Yes you can. I have gotten both a UK and Schengen visa on an RP/RTD. As far as Schengen visas are concerned, I've only dealt with the Dutch consulate in San Mateo and LA, CA. They were nice enough. The French, Spanish and Italian consulates/embassy have been known to be difficult/rude. Try the German consulate/embassy as Germany is a good gateway into the Schengen zone.

I'm assuming this is for someone else, since you're a citizen.

So, the rule is you have to apply for a Schengen visa at the consulate of the country that is either your first point of entry, or where you intend to spend the most time. I suggest applying at the consulate of a northern European country like Holland or Belgium, and even Switzerland, because they tend to go by the rules more than those from the south, like Greece. The UK should be fine if you have ties to the US.
