Two urgent questions about AC-21?

Hi friends:
I am in a difficult situation now. Please help. I really aprreciate your advices very much.

1. Should I write AC-21 letter to the local office because my case was transfered to a local service center? Or I still need to write to the service center?

2. I am not required to file labor certificate, do I have wait for a year after filing I-140 to use AC 21? I know if you are not required of labor certificate, you only can file H-1 extention after a year you filed I-140. I want to be sure this rule does not apply to AC-21.

----------- local office where yourI-485 is transfred and also take the new employer letter when you go for interview becase they may not attach your letter with file that you are going to mail it to local USCIS
