Two NC Requests

Hello Everyone,
Long time reader - First time poster. Thanks in advance to veterans of this forum and knowledgeable folks like Bobsmyth, Johnny Cash, ...etc.

Here's my timeline:

N400 -- July 2006
FP -- July 2006
and then....Silence for two years.

Received a letter from NNCP stating that my NC was submitted in 07/2006 has been processed and finalized in 05/2008. It also stated another NC request was received from CIS in 05/2008 (6 days after the 1st one was done) and was processed and finalized in 06/2008.

I called CIS, spoke to an IO. I was told that the status on file does not reflect that the NC was completed (IO spoke about seeing "conflicting info") (??)
I had a service request put in regarding this and the DO will answer in 30 days in writing.

Questions:

1- Why was another NC request submitted after the first one cleared?
2- Is it normal to have a disconnect between what CIS and FBI regarding the NC completion?
3- What is a average time frame before CIS updates their system and sends me an IL?
4- Would an infopass help in this situation?

Not an expert like you were hoping, but you should probably get an Infopass to see what's going on and perhaps that could even trigger an IV letter.

The namecheck issue is so obscure that no one seems to know exactly how it works!
 
There are three parts to the security check:
1) Fingerprint check
2) IBIS check
3) FBI name check

The discrepancy in reporting what security checks have completed and when arises from the fact that all 3 parts are done independently. Your IBIS may clear before your FBI check, but to the unexperienced IO it may appear to be conflicting information on the system. You can always do an Infopass to get confirmation on how your security checks are progressing.

Waterman, I'd schedule Infopass and talk to an real IO in local DO, in a very professional manner. 2 years wait and 2 consequtive namechecks should be enough for CIS to generate IL letter for you on the spot. If they got stuck due to internal problem - at least you'll know that for sure and will plan your next step accordingly.
 
An infopass will certainly be the best step step for now. THe FBI will not run a name check within 120 days of completing one for the same person unless new information in provided.
SO I believe what happened was the USCIS got the response to the name check and instead of processing and sending out a 2nd FP, resent the name check back to the FBI. That is the comflicting info that the IO was talking about. Unfortunately, your actual file is at the service center which is why an infopass is better than calling the 800 number. ANd yes this is not the first time there is a disconnect between the FBI and the USCIS. THe system was not design for a smooth transfer of info.
I believe everything will work out okay, but go over there if you can and carry your letter from the NNCP with you.

Thanks to you guys for responding. I do remember now IO saying that the 1st name check expired (after 15 months) so that's why they submitted another one. That doesn't seem to add up since the NC results were sent to CIS in 05/2008.
Do they count 15 months from the request date or from the finalizing date?
 
Ok. I went for an Infopass.

IO said something about the first NC being "inconclusive" and returning "unknown" that is why a second one was requested.

He said that their system shows that NC is still pending.

His advice was to wait for an IL with no time-frame or idea when that will happen.
