Two H1B application with COS, please advice

Hi All Experts,

I have a question, need experts guidance.
Presently I am in US in L1B visa by company A. Two companies B & C are willing to process my H1B with COS. Because of some reason I want to go ahead with B & C both for H1B application with COS and later will decide to whom I will work.
My questions are - (1) Can I get H1B work permit with new I-94 (COS) for both B & C? or (2) I will get only one COS (i.e. I-94) for either B or C? (3) If (1) is correct how to inform USICS that for which company I will be working?

Decide now you want to go with B or C then let B or C file COS

What are your criteria to select B or C. why can’t ask question to the company B or C and then decide? Why you make the wastage of USCIS and lawyer fees from B and C?

I also know that I will be wasting one H1B.
OK let me explain the situation: Company B is a very Big consulting Company and processing H1B papers slowly, but hope they will be able to submit the application on 1st week of April. Company C is one of the world's largest OEM of one product, they are too slow!, I have doubt if they can submit the application before H1B cap reaches limit. I will prefer C over B, but don't want to see that NO H1B application is not submitted on time.
Say, both B & C finally able to file H1B application with COS, can I get two H1B with I-94? Hope you understand my problem.

You may want a direct answer. Yes, both companies can file your H-1B and you can pick one of them or you can work for both if you have enough energy after you get them approved.
