Hi

For the purposes of N600 if a child is born 12th August 2005 when is the child considered to have turned 18. i.e before which year should the N600 be submitted
 
? For the purposes of n600 as with anything else the child turns 18 on his or her 18th birthday... 2023.
If you are talking about automatic citizenship through a parent for a child born outside the US, the child must be under 18 so the last day for that to be the case would be 11 August 2023.
The date on which the n600 is submitted is not important, the date at which things actually happen is important.

parents are naturalized (OK)
child born 6 months before parents naturalized
father petitions for LPR of the child it is approved
child enters the US at 17.5 years old to stay in the US

N600 can submitted immediately but even if N600 takes an year to process there is no problem ?

Please read the instructions on the N600. “You can file Form N-600 at any time if you became a U.S. citizen at birth or after birth, but before you turned 18 years of age. Filing this application is NOT a request to become a U.S. citizen. By the way, the timeline of events you describe is very strange (born 6 months before parents naturalize yet not in the US and only arrived 17 years later). Did you have a long form birth certificate issued at birth? If not expect to have to get other evidence or a dna test to back up your assertion.
