Tuition Inquiry for H4 status

Hi,
I am currently living in NH and 'm on H4 visa. I have applied for a grad school for further studies. I had this information that once you are on H4 visa and you live in that state for 12 months then you become the resident of that state. and this makes you eligible for In-State tuition. What do I need to do to claim for In State tuition?

Your best source for that information is the university. You would not be considered an "international student" and no F-1 visa or SEVIS I-20 is required. Make sure you don't get incorrect information intended for real "international students" on student visas.

I appreciate your advice. Thanks a lot. I talked to Admissions Office they said I can't pay In-State tuition. Since they were just representatives so I doubt their knowledge regarding H4 visa. I heard that there is a USCIS memo which states that H4 visa holders get residency status after 12 months of their stay in any state. Could you or someone please tell me if there is a memo like that so that I could collect the relevant documents and could present my case to the Registrar.
