TSC Processing Dates: What do they mean?

I am a little confused about TSC processing dates updated on the 15th of every month. The introductory paragraph says “When applications and petitions are completed within our target timeframes, that goal will be shown in the data display”. What does this really mean? Is it just an objective to be met (that is; it does not necessarily reflect actual processing dates)?

Moreover, the statement immediately after this one reads “The processing times shown below are for applications that have just been completed”. Now then, for an I-140 NIW (and other types of I-140s), the processing date was August 26, 2007 in the May 15th update; it is July 23, 2007 in the June 15th update (https://egov.uscis.gov/cris/jsps/Processtimes.jsp?SeviceCenter=TSC). Shouldn’t these dates progress forward not backward?

They seem to be consistent (not in the dates), but rather, in the monthly updates! Could a veteran forum dweller kindly explain? I would appreciate any insights, at your convenience.

Here is my info:

Soft LUD on November 07, 2007 (I remember other July 2007 applicants had that)
Current Status: Case received and pending.

I-485 (me and my wife) concurrently filed in subsequent week - though the online case status tool says “On September 27, 2007, we received this I485 APPLICATION TO REGISTER…”

One last “What if” question: If (1) there are no updates on the case till the expiration of current H1-B, (2) no job offer from current or other employers in order to request a 1-year extension, (3) do not apply nor receive an EAD, can I just stay home and wait for a decision?

In USCIS dictionary (which everyone is still tying to understand), Processing dates does not mean anything. As mentioned, they expected to complete the process applications within next 30days.

Answers:
Several people are waiting in the Queue. But you can try to send the letter to USCIS explaining that your H-1 is expiring and you can request to expediate the case. But the chances are slim, but there are few sucess stories.

You cannot just stay home, I-485 pending does not give you any status, unless you have a vaild EAD.
 
I read on USCIS website that they are starting premium processing for those whose H1B visa is expiring. This might help you.

Pending I-485 is valid immigration status. That status is called AOS. You need EAD only if you decide to work. In other words, when your I-485 is pending you can just sit at home because you do have a valid immigration status. If your I-485 gets denied for some reason, you will then become out of status.
 
I-140 premium processing

Dear NIWPetition,

Perhaps the USCIS announcement re: the June 16, 2008 acceptance of premium processing service requests for Forms I-140-alien workers nearing the end of their 6th year in H-1B nonimmigrant status only applies to applications filed on behalf of the alien, not by the alien. Mine was a self-petition. Additionally, I am not sure if this premium processing applies to applications already filed. It could be for new applications maybe. I will look more for these rules.

Premium processing applied to petitions already filed. Whether it applies to self-filed petitions, I am not sure.
 
if you filed I-140 (along with I-485) july 31,2007 and your h-1b expires july 30,2008, you should be able to get 7th yr h-1b extension, since your gc application would be pending for 365 days.
