What is NIW mean?Was this a substituted labor?Mine is a labor substitution EB2 with RD Feb 27th.Nothing so far.

Hello United Nations,
Can u through some light on my case which is like this, I 140 receipt date Feb 27th ,2006 filed in TSC directly.Only I140 filed and this is EB2 substituted labor.Only once case was updated on Mar 22nd .Last time the processing dates where Feb 23rd but on Sep 8th when the dates changed now processing is Mar 8th.Am i somewhere close for the decision? When i go to trackitt.com some I 140 cases with are pending for months to years in TSC.Does this happen often?TSC is fast i heard.Please give ur opinion?
