TSC: How long for 2nd FP notice after IIO says he has scheduled notice

Here are my details:
TSC
Priority Date: 04/20/1999
RD: 01/19/2000
ND: 01/25/2000
First FP: 04/(forgot day)/2000

Spoke with IIO in Dec. 2001, IIO said "he is sending 2nd FP notice"
Still waiting :(
Any ideas how long it takes??
