Trying to File for my Sister under 21..Where to start

I am trying to file for my sister and she is under 21 as of now. I know it a long process but where do I start.
You need to file an I-130.
Also while waiting for this status which is from 10-12 yrs, can you travel ? thanks in advance

OP, how old is your sister? Have you applied for you mother/father? If possible you should apply for your parents (or one parent) first, they should get theirs in about 6 months. Once they have theirs, they can petition for her as their child (or unmarried daughter), which will be much sooner that you petitioning for her.
she lives in TX. just graduated from school..parents cant imagine leaving in the states. they would be bored.
So, what's her status now?
The parents route would be much shorter, specially if she is say 18 or so. Talk to your parents see if they will be interested.

She needs to remain outside the US for those 10-12 years, unless she gets a visa (or visa waiver) that allows her to visit or study or work.Also while waiting for this status which is from 10-12 yrs, can you travel ? thanks in advance
