travelling on OPT, but H-1 approved (not effective)

Hi,
I am on Optional Practical Training (OPT) right now in US on F-1 status.
My H-1B is approved but will be effective in April.
I am travelling to India in Feb and coming back the same month.

First of all, do I need to surrender my new I-94 that I got alongwith my H-1 approval.

Secondly, on coming back at port of entry, do I need to tell the official about my H-1B approval, because I am working anyway on OPT. Will he ask me why didn't I get stamping done(though it will be effective in April).

1. The I94 you got with I797 is on H1B, and you need it after you change your status to H1B in April. So, you should not surrender it when departure.
2. you do not need to tell unless they ask.

One more question, I will be travelling to India again in April and still will not be able to get stamping done.
And I will be coming back on just a day before my H-1 becomes effective.
What is the risk involved in landing in US just one day before H-1 becomes effective without any stamping, I mean still making use of F-1 visa i.e. OPT.
Is it a right thing to do??

As long as you have valid F status and valid COS approval, you should not have a problem.
