Travelling from USA to Canada while PR Application is pending

Hey Guys,

I am going to Canada for my PR. I need to come back to US and might have to go back in next three weeks. Can I travel from USA to Canada while PR application is pending?

I heard about Travel Document. Can I apply for Travel Document while I am in Canada or before go to US?
