Me and my wife are canadian citizen and are on TN and TD visa. Our visa extension was filed in Feb. 2008, and my TN has been approved but my wife TD is still pending in process. We are planning to go to Toronto on long weekend. Can she travel while her TD extension application still in process? Will she be able to get new TD at the POE based on my TN?

She can travel, but will need to get a new TD at the POE. She will need to carry your marriage cert.
Her I-539 will be dead, but will have served its purpose, keeping her in status until she left the country.
Of course, if her old TD is still valid (you didn't say), she could enter on it, but you might as well get it to coincide with your new one.
