Travel to India for L2 visa stamp

Hello,

I got laid off on H1B and currently on my grace period. I want to change my status to L2 visa as my husband is on L1 visa. But I have a few complications -

1. My I-94 expires on Sept 30th, so I guess I won’t get the full 60 day grace. Although I had an approved I797A h1b extension starting October 1st but I guess it will not kick in now and I will have to leave the country before September 30th ?
2. Given the current situation, should I travel to India to get an L2 visa stamp or should I apply for COS within US?
3. With the new proclamation, Will there be an issue to go for an H1b to L2 transfer at the consulate or at port of entry?

COS would be safer but that would mean I won’t be able to travel or work for the next 8 months.

Any opinions are welcome.

3. Not sure what you mean by "at port of entry". You can't get a visa at a port of entry. If you leave the US, you would need an L2 visa to seek entry into L2 status (unless you are a Canadian citizen). There should be no problems getting an L2 visa at a consulate.

Yes I did mean ‘will the consulate deny a new stamp or will there be an issue while reentering US after getting a new L2 stamp outside in coming weeks’. Reason - Given L visa is also a work authorization visa for foreign aliens and can be loosely connected to H1B visa purpose, can the new H1B rules be applied to L visa?
