My kid got welcome letter on May 13th. Till now he did't receive his card. I have two questions to get clarifications.

1. Can he travel outside country with out card and enter back with card when lawyer sends his card by mail to India.

2. or is there any alternative method to get around?

Card is not required for travel, the temporary I-551 stamp in his passport has the same value as a real card.

Kid will not have a stamp in his passport as he don't get the approval but the card directly.
 
Card not required to Travel.

Did you get it stamped in the passport?. If YES then no problem for travel.

The card will come within 2 to 3 weeks. You can expect the card this week.

Better stamped in the Passport. That will be fine.
