Travel on AP

I am travelling on AP for the first time to India. Last time when I travelled it was on H4, 7 yrs back. My H4 renewal has not been receive yet. How safe is it to travel on AP, because on this forum I have read that IO harass you and stuff. 2nd question, If I get my H4 while I am in India, and my husband can send it to me, I will get it stamped at the consulate. Can it be done, because in any case you need to hand over your I 94 while departing. Can hand over previous years I 94.So which is a better option.
Also any 2001 PD approvals from TSC please post. RD 12 March 2008, No clue if by now all the checks are complete. Infopass I have heard is not much help.
 
1- AP is meant for traveling; that is its purpose. So why ask "how safe" is it to use? Very few people get harassed, as long as you're doing everything legally (which it looks like you are) then you shouldn't have anything to worry about.

2- As long as you are comfortable that there won't be standard "visa processing delays" at the consulate, yes you can get your visa stamp after you get your papers.

3- Here you don't have an option: You are required to surrender your most recent I-94, period.

4- If your RD is March 2008, then they are still not processing your application. They are still processing July 2007 applications and before.

The only point you should take into consideration is; if you are out of status before and subject to 3 or 10 year bar and despite you have valid AP, they will not let you in.
