Travel during pending h1b EOS application

Hi

I think this has been discussed in one of the forums here but couldn't find the details if someone knows the answer or can point me to the thread on what happens if you travel when an h1b EOS application is pending

So, if at the time of re-entry into US on my old and valid H1-B the extension is approved (highly unlikely) what would you suggest I do.

Also what does EOS (extension of stay = 3yr H-1B extension?)
what is COS?
Is it true that if you put your H1B application through premium process the chances of getting it approved are higher?
Does the new H1B cap effective Oct1 2003 mean that the processing times for H1B visas be lower (<11 months in CA service centre!)

COS- change of status from say h4 to h1.
Chance of approval remains the same whether it is premium or normal. Only speed is ensured.
No cap has nothing to do with processing time. In fact if the cap is reached soon, applications made in april etc. might get approval before oct next year, but start date will be oct next year.
