Interesting. I'm traveling next week to India using my AP.
It doesn't mention anywhere about already approved AP's and I would assume that this new rule will apply to I-131 application submitted after March 5th.

You people really should read the bulletin carefully...
The new biometrics procedure applies only to those applying for a Reentry Permit of a Refugee Travel Document. Yet you all are asking about AP, which does not apply here. Even if it did apply (which it doesn't), it states clearly that it is for applications submitted on March 5 or after. Hence, by simple logic, applications submitted before March 5 would not need to undergo biometrics.
