translation of bank statement for visa

Hello
Someone is asking me to translate their bank statement. I am not sure what is the exact purpose, they mentioned something about visa.
I am not a certified translator, I speak both languages fluently, but I don't have a stamp and I am not like an "official translator"
does the translator have to be certified?
or anybody can do it, they just have to write a statement saying they are fluent? and then sign it?
Also are digital signatures acceptable? or they need to be original, signed by pen?

As an agency we provide certified translations which comprise a copy of the original, the translation and a declaration which states that a true translation has been provided. The declaration states the translator's full name, qualifications and familiarity with the relevant languages. The declaration is signed and the reverse of each page is stamped and signed before all pages are embossed.

From the point of view of a freelance translator, it is best ask exactly for what purpose the translation is required. For example, the UKBA/Home Office detail their requirements for 'certified/official' translations on their website whereas some bank require translations to be carried out my registered members of the ATC (Association of Translation Companies), IoL (institute of Linguists) or the ITI (Institute of Translation and Interpreting).
