Transit Visa Required at London now ?

My In-laws are here in US on a Visitor Visa and they are going back to Qutar (Houston --> Doha) via London Gatwick airport. Their US-Visitor visas are valid. Do they require a transit visa at London Gatwick Airport ?

Also, how much Indian Rupees are they allowed to carry while going back ?
