Transit visa reject but now new citizenship

Hello

I have a friend, a Colombian, who was refused a transit visa for a 2 hour stopover in a transit lounge from UK to Colombia a couple of years back.

They think that this was refused because they were claiming welfare benefits in the UK at the time. They had 3 children one of whom was a UK citizen.

Now they are a UK citizen with a UK passport.

They are still on welfare benefits. There elder daughter in the UK has a UK passport too as does the 3 year old daughter. There is also a daughter in Colombia with colombian citizenship only.

My friend wants to go to Colombia for 15 months.

1. Do they need to apply for a transit visa (because of a refusal under a different citizenship) or are they covered under the visa waiver programme by their UK passport?

2. As they are still on benefits will they be given the visa?

Personally i find the whole thing ridiculous, we're talking about access to a transit lounge here!:confused: (US gvt if your listening!!!). But the flights are cheaper, luggage allowance is greater and changes fewer.

Since visa denial doesn't disqualify him to use VWP, he can use VWP.
If he doesn't enter the US, no issue. If he enters the US, he has to fill I-94W which carries Qs about past denial of visa, and then there could be some risk.
