Transfer To Local INS - Some Details Please

Hi

I have been seeing lot of discussions about philly, VA, newark transfer cases.

Can someone please educate me about these transfers as I filed my i-485.

1. When does a case gets transferred to local INS? After FP done or before?
2. Is there any criteria for local transfers?
3. I didn\'t see lot of transfers to Boston INS in the postings.
Is there any reason?
4. Are the cases randomly picked and moved to local offices where resources are available?

abt transfers

most of the cases are picked randomly and i do agree with the cases getting transferred to newark .It is after the FP just before the approval that it gets transf. and mine too is transferred to Newark .
