Transfer of cap-exempt-h1b to cap-subject-h1b

I am currently on an H-1B visa that is cap-exempt. I am planning to move to another company where the H1-b will be subject to cap. Can I transfer my cap-exempt-h1b to a cap-subject-h1b if the h1b quotas for the year are filled? If not, what are other alternatives?
