Transfer H1 while out of US!

My H1B has just started recently am moving out of US for a few months. Had a few questions regarding the same:

1. Can I transfer my h1 visa while out of US?
2. I dont have my stamping done, so should I get it done before applying for transfer?
3. Which documents are needed for transfer?

2. I dont have my stamping done, so should I get it done before applying for transfer? Transfer nothing to do with stamping while y0u are in US3. Which documents are needed for transfer? All the documents needed for a new H1+ atleast 3 Paystubs+I 94 with copy of old H1.
